CRESCITA – Clima, REsilienza, Sostenibilità, Competenze, Innovazione, Transizione, Adattamento

Il progetto CRESCITA nasce per rafforzare la resilienza climatica delle aree interne e alpine dell’area transfrontaliera tra Italia e Austria, territori sempre più esposti agli effetti del cambiamento climatico, tra cui frane, alluvioni, siccità e ondate di calore.


Il progetto sviluppa strumenti e metodologie per aiutare i Comuni e le comunità locali a conoscere meglio le proprie vulnerabilità, pianificare misure di adattamento e rafforzare la capacità di prevenire e affrontare gli eventi climatici estremi.


Due sono gli elementi centrali di CRESCITA: la Climate Adaptation Suite (CAS), un insieme integrato di strumenti digitali e operativi per supportare l’analisi delle vulnerabilità e i processi decisionali locali, e la sperimentazione di Nature-Based Solutions (NBS), soluzioni basate sulla natura progettate e adattate alle caratteristiche dei territori alpini. Il progetto combina inoltre dati, innovazione, co-design e partecipazione civica attraverso laboratori territoriali, attività di citizen science e sperimentazioni pilota.
L’obiettivo è costruire un modello di adattamento climatico pratico, partecipativo e replicabile, capace di mettere in relazione conoscenze scientifiche, amministrazioni locali e comunità e di favorire il trasferimento delle soluzioni sviluppate anche ad altri territori alpini.

Principali risultati attesi:


• sviluppo della Climate Adaptation Suite (CAS) per supportare l’analisi delle vulnerabilità e la pianificazione locale;
• realizzazione di Climate Resilience Labs rivolti ad amministrazioni, stakeholder e cittadini;
• sperimentazione e applicazione di Nature-Based Solutions nei territori pilota;
• rafforzamento delle competenze delle amministrazioni locali sui temi dell’adattamento climatico;
• coinvolgimento attivo delle comunità attraverso metodologie partecipative e citizen science;
• elaborazione di strumenti e raccomandazioni per favorire la replicabilità e trasferibilità delle soluzioni sviluppate nei territori alpini;
• realizzazione di un Manuale per l’adattamento e la resilienza climatica, basato sulle esperienze e sulle lezioni apprese nel corso del progetto.

Il ruolo di ANCI NEXT

ANCI NEXT contribuisce al progetto mettendo a disposizione la propria esperienza nel supporto agli enti locali, nella partecipazione civica e nei processi di capacity building. Il suo ruolo è soprattutto quello di creare un collegamento tra gli strumenti e le conoscenze sviluppati dal progetto e la loro concreta applicazione da parte delle amministrazioni locali.
In particolare, ANCI NEXT concentra il proprio contributo su tre ambiti principali:

  1. Climate Resilience Labs e metodologie partecipative – ANCI NEXT coordina l’attività dedicata alla progettazione e realizzazione di laboratori di resilienza climatica rivolti a funzionari pubblici, cittadini e stakeholder. Attraverso metodologie di co-design, partecipazione civica, climate foresight e citizen science, i laboratori contribuiranno a validare e adattare la Climate Adaptation Suite alle esigenze concrete dei territori. ANCI NEXT curerà inoltre la progettazione formativa, la facilitazione delle attività e il coinvolgimento dei partecipanti.
  2. Supporto ai Comuni e alle sperimentazioni territoriali – ANCI NEXT contribuirà affinché la Climate Adaptation Suite sia semplice, accessibile e concretamente utilizzabile dalle amministrazioni locali, valorizzando le esigenze dei piccoli e medi Comuni e supportando il collegamento tra gli strumenti sviluppati, la pianificazione locale e le future sperimentazioni delle Nature-Based Solutions.
  3. Capitalizzazione e trasferibilità dei risultati – ANCI NEXT coordina l’attività dedicata all’analisi comparativa delle esperienze realizzate nei territori italiani e austriaci e alla loro capitalizzazione. L’attività comprenderà un momento di confronto transfrontaliero e contribuirà alla realizzazione del Manuale per l’adattamento e la resilienza climatica, con l’obiettivo di trasformare le esperienze del progetto in indicazioni operative e replicabili per altre amministrazioni e territori alpini.

Attraverso queste attività, ANCI NEXT cntribuisce a creare un contesto favorevole all’adozione dell’idrogeno, facilitando la collaborazione tra enti locali, stakeholder e cittadini e supportando il raggiungimento degli obiettivi del progetto.

Attraverso queste attività, ANCI NEXT contribuisce a rendere l’adattamento climatico un processo non esclusivamente tecnico, ma condiviso con le amministrazioni e le comunità locali, favorendo il passaggio dalla conoscenza del rischio alla definizione di soluzioni concretamente applicabili nei territori.

Una partnership transfrontaliera

CRESCITA si basa sulla collaborazione tra partner italiani e austriaci con competenze complementari nei settori della ricerca, della pianificazione territoriale, dell’adattamento climatico, della partecipazione civica e del supporto agli enti locali.

Das Projekt CRESCITA wurde ins Leben gerufen, um die Klimaresilienz der inneralpinen und alpinen Gebiete im grenzüberschreitenden Raum zwischen Italien und Österreich zu stärken. Diese Gebiete sind zunehmend den Auswirkungen des Klimawandels ausgesetzt, darunter Erdrutsche, Überschwemmungen, Dürren und Hitzewellen.

Das Projekt entwickelt Instrumente und Methoden, die Gemeinden und lokale Gemeinschaften dabei unterstützen, ihre Verwundbarkeiten besser zu verstehen, Anpassungsmaßnahmen zu planen und ihre Fähigkeit zur Prävention und Bewältigung extremer Klimaereignisse zu stärken.

Im Mittelpunkt von CRESCITA stehen zwei zentrale Elemente: die Climate Adaptation Suite (CAS), ein integriertes Set digitaler und operativer Instrumente zur Unterstützung der Vulnerabilitätsanalyse und lokaler Entscheidungsprozesse, sowie die Erprobung von Nature-Based Solutions (NBS), naturbasierten Lösungen, die auf die Besonderheiten alpiner Gebiete zugeschnitten sind. Darüber hinaus verbindet das Projekt Daten, Innovation, Co-Design und Bürgerbeteiligung durch territoriale Labore, Citizen-Science-Aktivitäten und Pilotmaßnahmen.

Ziel ist es, ein praxisnahes, partizipatives und übertragbares Modell der Klimaanpassung zu entwickeln, das wissenschaftliche Erkenntnisse, lokale Verwaltungen und Gemeinschaften miteinander verbindet und den Transfer der entwickelten Lösungen auf weitere alpine Gebiete fördert.

Wichtigste erwartete Ergebnisse:

  • Entwicklung der Climate Adaptation Suite (CAS) zur Unterstützung der Vulnerabilitätsanalyse und der lokalen Planung;
  • Durchführung von Climate Resilience Labs für Verwaltungen, Stakeholder und Bürgerinnen und Bürger;
  • Erprobung und Umsetzung von Nature-Based Solutions in den Pilotgebieten;
  • Stärkung der Kompetenzen lokaler Verwaltungen im Bereich der Klimaanpassung;
  • aktive Einbindung der Gemeinschaften durch partizipative Methoden und Citizen Science;
  • Entwicklung von Instrumenten und Empfehlungen zur Förderung der Replizierbarkeit und Übertragbarkeit der in den alpinen Gebieten entwickelten Lösungen;
  • Erstellung eines Handbuchs für Klimaanpassung und Klimaresilienz, das auf den Erfahrungen und Erkenntnissen aus dem Projekt basiert.

Die Rolle von ANCI NEXT

ANCI NEXT bringt seine Erfahrung in der Unterstützung lokaler Behörden, in der Bürgerbeteiligung und in Capacity-Building-Prozessen in das Projekt ein. Seine zentrale Aufgabe besteht darin, eine Verbindung zwischen den im Projekt entwickelten Instrumenten und Erkenntnissen und ihrer konkreten Anwendung durch lokale Verwaltungen herzustellen.

ANCI NEXT konzentriert seinen Beitrag insbesondere auf drei zentrale Bereiche:

  1. Climate Resilience Labs und partizipative Methoden – ANCI NEXT koordiniert die Aktivität zur Konzeption und Durchführung von Klimaresilienz-Laboren für Mitarbeitende öffentlicher Verwaltungen, Bürgerinnen und Bürger sowie Stakeholder. Durch Methoden wie Co-Design, Bürgerbeteiligung, Climate Foresight und Citizen Science tragen die Labore dazu bei, die Climate Adaptation Suite zu validieren und an die konkreten Bedürfnisse der Gebiete anzupassen. ANCI NEXT übernimmt außerdem die Konzeption der Schulungsmaßnahmen, die Moderation der Aktivitäten und die Einbindung der Teilnehmenden.
  2. Unterstützung der Gemeinden und der territorialen Pilotmaßnahmen – ANCI NEXT trägt dazu bei, dass die Climate Adaptation Suite einfach, zugänglich und von den lokalen Verwaltungen konkret nutzbar ist. Dabei werden insbesondere die Bedürfnisse kleiner und mittlerer Gemeinden berücksichtigt und die Verbindung zwischen den entwickelten Instrumenten, der lokalen Planung und den künftigen Erprobungen von Nature-Based Solutions unterstützt.
  3. Kapitalisierung und Übertragbarkeit der Ergebnisse – ANCI NEXT koordiniert die Aktivität zur vergleichenden Analyse der in den italienischen und österreichischen Gebieten gesammelten Erfahrungen und zu deren Kapitalisierung. Die Aktivität umfasst einen grenzüberschreitenden Austausch und trägt zur Erstellung des Handbuchs für Klimaanpassung und Klimaresilienz bei. Ziel ist es, die Projekterfahrungen in operative und übertragbare Empfehlungen für andere Verwaltungen und alpine Gebiete zu überführen.

Durch diese Aktivitäten trägt ANCI NEXT dazu bei, Klimaanpassung nicht ausschließlich als technischen Prozess zu verstehen, sondern als einen gemeinsam mit lokalen Verwaltungen und Gemeinschaften gestalteten Prozess, der den Übergang vom Wissen über Risiken zur Entwicklung konkret vor Ort umsetzbarer Lösungen unterstützt.

Eine grenzüberschreitende Partnerschaft

CRESCITA basiert auf der Zusammenarbeit italienischer und österreichischer Partner mit komplementären Kompetenzen in den Bereichen Forschung, Raumplanung, Klimaanpassung, Bürgerbeteiligung und Unterstützung lokaler Behörden.

CRESCITA – Climate, Resilience, Sustainability, Skills, Innovation, Transition, Adaptation

The CRESCITA project aims to strengthen the climate resilience of inner and Alpine areas in the cross-border region between Italy and Austria, which are increasingly exposed to the impacts of climate change, including landslides, floods, droughts and heatwaves.

The project develops tools and methodologies to help municipalities and local communities better understand their vulnerabilities, plan adaptation measures and strengthen their capacity to prevent and respond to extreme climate events.

CRESCITA is built around two key elements: the Climate Adaptation Suite (CAS), an integrated set of digital and operational tools designed to support vulnerability analysis and local decision-making processes, and the testing of Nature-Based Solutions (NBS), nature-based solutions designed and adapted to the specific characteristics of Alpine territories. The project also combines data, innovation, co-design and civic participation through territorial labs, citizen science activities and pilot actions.

The objective is to develop a practical, participatory and replicable climate adaptation model capable of connecting scientific knowledge, local authorities and communities, while supporting the transfer of the solutions developed to other Alpine territories.

Key expected results:

  • development of the Climate Adaptation Suite (CAS) to support vulnerability analysis and local planning;
  • implementation of Climate Resilience Labs involving public authorities, stakeholders and citizens;
  • testing and implementation of Nature-Based Solutions in pilot territories;
  • strengthening the capacities of local authorities in the field of climate adaptation;
  • active involvement of local communities through participatory methodologies and citizen science;
  • development of tools and recommendations to promote the replicability and transferability of solutions developed in Alpine territories;
  • preparation of a Climate Adaptation and Resilience Handbook, based on the experiences and lessons learned throughout the project.

ANCI NEXT’s role

ANCI NEXT contributes to the project by bringing its experience in supporting local authorities, civic participation and capacity-building processes. Its main role is to create a link between the tools and knowledge developed by the project and their practical application by local administrations.

In particular, ANCI NEXT focuses its contribution on three main areas:

  1. Climate Resilience Labs and participatory methodologies – ANCI NEXT coordinates the activity dedicated to the design and implementation of climate resilience labs for public officers, citizens and stakeholders. Through co-design, civic participation, climate foresight and citizen science methodologies, the labs will contribute to validating and adapting the Climate Adaptation Suite to the concrete needs of local territories. ANCI NEXT will also be responsible for training design, facilitation of activities and participant engagement.
  2. Support to municipalities and territorial pilot activities – ANCI NEXT will contribute to ensuring that the Climate Adaptation Suite is simple, accessible and practically usable by local authorities, taking into account the needs of small and medium-sized municipalities and supporting the connection between the tools developed, local planning processes and future testing of Nature-Based Solutions.
  3. Capitalisation and transferability of results – ANCI NEXT coordinates the activity dedicated to the comparative analysis and capitalisation of experiences developed in Italian and Austrian territories. The activity will include a cross-border exchange and will contribute to the preparation of the Climate Adaptation and Resilience Handbook, with the aim of turning project experiences into practical and replicable guidance for other public authorities and Alpine territories.

Through these activities, ANCI NEXT contributes to making climate adaptation not only a technical process, but a process shared with local authorities and communities, supporting the transition from risk awareness to the development of solutions that can be concretely implemented at territorial level.
